A separate provision under Section 47-16-7 shields property owners from HOA fines or adverse action when reduced landscaping results from compliance with a mandatory water restriction order. Those protections apply to residents who replace water-intensive turf with gravel, decomposed granite, or native plantings as a long-term conservation measure.
